Function Description:

H1-H10 are short-circuit points, select H1-10--one short-circuit, input the divided square wave signal to the clock pin of CD4017, CD4017 counts this square wave signal, and counts the result from Q0- Q9 output, each output pin of CD4017 controls the LED on the board to finally control the LED on the board to form the effect of running water lights.
